In recent years, organizers have increasingly been required to take responsibility for Zone Ex – the area outside the festival grounds or concert venue where audiences move as they enter and exit an event. The terrorist attack at Manchester Arena in 2017 highlighted how vulnerable this phase can be, and in the aftermath the UK introduced legislation obligating organizers to manage safety beyond the venue gates. This raises important questions: How far does the organizer’s responsibility extend? And how can effective measures be ensured in this critical zone?

At the same time, working with Zone Ex is about more than legal obligations – it is also essential from an audience perspective. When arrival and departure are experienced as safe and efficient, the overall impression of the event is significantly strengthened.

At Trondheim Calling, Sofie Dahl from Event Safety, will join us to provide insights and guidance on how organizers should address and manage Zone Ex at large-scale events.

Sofie Dahl has nearly 20 years of experience in event safety and crowd management and has worked on projects such as the Tour de France in Copenhagen, UEFA EURO 2020, and Roskilde Festival. With a BA in Crowd Safety Management, an ongoing Master’s in Emergency Management, and a background in social psychology, she combines practice and theory. In addition, she is deeply engaged in international networks and the development of standards for crowd management
